Investigations and Hotline/Whistleblowers Complaints

whistleThe Office of Investigations and Internal Review serves as DoDEA's control point for all Department of Defense Inspector General (DoDIG) whistleblower/hotline referrals and for all administrative investigations.

The DoDIG routinely receives complaints through telephone calls, mail, or in person. Each complaint is assigned a referral tracking number, and is reviewed for possible investigative or audit interest. If there is none, it is forwarded to the appropriate DoD component. These complaints are either provided for the component's information, with no requirement to report back to the DoDIG, or, as is more likely, they are submitted to the component for inquiry or investigation with a report being sent back to the DoDIG as to what was found and what action, if any, was taken.

As DoDEA's liaison with the DoDIG Hotline Program, the Office of Investigations and Internal Review has the responsibility for ensuring that all whistleblower/hotline complaints receive appropriate attention, that all allegations are addressed, and that responses are made to DoDIG as required. The Office of Investigations and Internal Review maintains a tracking system for these complaints.

The office also receives referrals from EEO, military service IGs, and other sources.

When the Office of Investigations and Internal Review receives a complaint referral, the nature of the complaint is determined. Thereafter it is forwarded to the appropriate management official for review. The Office of Investigations and Internal Review staff work with program officials to assist in determining the optimum manner in which to obtain information or evidence and to report on the results of the inquiry.


  1. Read before filing:
    1. Should I file a complaint with the Office of Investigations and Internal Review (OIIR)?
      1. You should first attempt to resolve problems using the supervisory chain of command and other local resources. Seek assistance from the legal staff, union representative, human resource personnel, equal opportunity advisor, your Principal, or District Superintendent, or Area Office.
      2. If you have already filed a complaint with another office/agency concerning your issue and the investigation is ongoing, continue to pursue your complaint with that office until the investigation is completed. OIIR will not initiate an investigation into a complaint that is already being addressed using another process.
      3. If you have already contacted a member of Congress concerning an issue, please continue to pursue resolution of your complaint with your Congressman as we cannot duplicate the process you have already initiated by contacting a member of Congress.
    2. Who can file a complaint with OIIR?
      1. Anyone, including students and parents with no Military affiliation, may file a complaint regarding fraud, waste, abuse, and mismanagement.
      2. Anyone, including students and parents, may file complaints concerning discrimination based on Executive Order 13160.
    3. What issues should you report to the Office of Investigations and Internal Review?
      1. Report minor violations to your supervisory chain of command.
      2. Matters appropriate for reporting to OIIR:
        1. Abuse of Authority/Position,
        2. Political Activities,
        3. Bribes/Kickbacks/Acceptance of Gratuities,
        4. Procurement Issues,
        5. Conflicts of Interests,
        6. Purchase Card/Travel Card Abuse,
        7. Ethics Violations,
        8. Discrimination based on Executive Order 13160,
        9. Fraud/Travel Fraud (TDY, TAD, PCS, LQA, etc.),
        10. Safety/Public Health (Substantial/Specific),
        11. Gifts (Improper),
        12. Systemic Problems,
        13. Time and Attendance (Significant Violations),
        14. Mismanagement (Significant Cases),
        15. Waste (Gross),
        16. Misuse of Official Time, Government Property, Position, and Public Office.
    4. Can I remain anonymous?
      1. You are not required to identify yourself when submitting a complaint. In addition to filing anonymously (you do not provide any identifying information), you may file confidentially, or you may consent to disclosure of your identity.
      2. If you file your complaint anonymously, we will not be able to contact you to request additional information or to give you the open or closed status of your complaint. The Office of Investigations and Internal Review will not provide any updates or responses to you regarding the status of the complaint.
      3. If you request confidentiality, we will make every effort to protect your identity from disclosure; however, we cannot guarantee confidentiality since disclosure may be required during the investigation or in the course of corrective action.
      4. You may consider establishing an e-mail account using an internet service provider to submit an anonymous complaint; however, we will not respond to anonymous complaints submitted in this way since we have no way of verifying who you are.
    5. What are the consequences of submitting a false complaint to OIIR?
      1. Title 18, United States Code, Section 1001 makes it a crime to: 1) knowingly and willfully; 2) make any materially false, fictitious or fraudulent statement or representation; 3) in any matter within the jurisdiction of the executive, legislative or judicial branch of the United States.
  2. How to file a complaint:

      1. Our experience has shown that written complaints are more organized, provide more details, and are less emotional.

  3. After filing a complaint:
    1. What happens after filing a complaint?
      1. The OIIR will evaluate your complaint and determine if the matter warrants investigation or if the complaint should be forwarded to your area/district/school or to other authorities for a response.
      2. If you provide your name and email address, we will send a confirmation letter to let you know what action was taken on your complaint. We are unable to notify anonymous complainants of the results of an investigation if we do not have an e-mail address.
      3. Don't expect instant action on your request -- be patient.
    2. Is an investigation guaranteed?
      1. The OIIR will not investigate a complaint if:
        1. A complaint is not timely (within 90 days).
        2. You have not addressed your issue with your chain of command.
        3. You have not used an appropriate complaint process for military and civilian employees such as Union processes, Equal Opportunity/Equal Employment Opportunity, Administrative Grievance Procedure, etc.
        4. Another investigation is being conducted into the matter.
    3. How long does it take to investigate a complaint?
      1. The time needed to complete the inquiry will depend on many factors, including the complexity of the issues addressed and the availability of investigative resources.
    4. Can I withdraw a complaint?
      1. Once a complainant makes an allegation, he/she cannot withdraw the allegation or prevent the OIIR from proceeding with the investigation.
    5. How do you determine the status of your complaint?
      1. While the investigation is ongoing, the OIIR can only tell you whether the case is open.
  4. After the investigation:
    1. How will you know the results?
      1. You will not be provided details of disciplinary actions taken against subjects in an investigation. That information is privacy protected.
      2. If you wish to obtain more information about the case, you may submit a request under the Freedom of Information Act. For more information on FOIA requests, visit the DoDEA FOIA page.
    2. Can I recommend specific disciplinary actions against a subject?
      1. OIIR does not make recommendations for specific disciplinary actions. This office serves only as an impartial fact finder to determine if an allegation did/did not occur.
    3. What happens if you do not agree with the results of the investigation?
      1. If you have new information to support your complaint, the case may be reconsidered.
      2. If, on the other hand, you are merely unhappy because you do not agree with the outcome, the OIIR will not conduct another investigation.
