The DoDEA Pacific Public Affairs Office initiates and manages DoDEA's communications and outreach efforts for the Pacific to include Guam, Japan, Okinawa, South Korea. The office is responsible for media relations, internal information programs and communication with students, parents, teachers, school administrators and the public.

Ms. Baxter-Oakley has served as the Principal of Richard E. Byrd Elementary School for the past three and a half years. Prior to her appointment as principal, Ms. Baxter-Oakley served as an assistant principal at Lanham Elementary School on Atsugi Naval Air Facility, Japan and Vogelweh Elementary School in Vogelweh, Germany. She has over twenty three years of experience in the field of education.
Mrs. Baxter-Oakley holds a Bachelor’s Degree in Education from Howard University in Washington, DC, a Master’s Degree in Education from South Carolina State University, Leadership Certification in Educational Administration from the State University of West Georgia, and further post graduate studies toward a doctoral degree from North Central University in the area of K-12 Educational Leadership. She will resume her doctoral studies this year with a focus on Curriculum and Instruction.
Mrs. Baxter-Oakley has thoroughly enjoyed her time as leader of the mighty Penguins at Byrd Elementary School. However, she is poised to take on the role as the new Principal at Arnn Elementary School and looks forward to a wonderful transition. Ms. Baxter-Oakley, her husband and their son and daughter are enthused about becoming a part of the Sagamihara Community and Knights’ Roundtable. She is prepared and ready to work with a team committed to all students’ success.
