Joy Medley is a trailblazer! Due to a staffing shortage, she was asked to support the Student Activity Funds (SAF) Subject Matter Experts (SME) in mitigating the recent Inspector General’s (IG) audit findings of the program. Over the last six months, she has provided exceptional guidance to the SAF program by conducting in-person technical assistance to 29 schools, seven school districts, and three regions on the administrative and fiscal management of the SAF program and the Educational Products Educational Services online accounting system.


She worked closely with the SAF SME and Headquarters General Counsel to coordinate visits and plan briefings on the audit report's findings to the region directors, chief of staffs, community superintendents, and school administrators. Medley, alongside the SAF SME, conducted school-level training tailored to the region/district for more than 127 SAF bookkeepers, fund custodians, and fund council members.


In addition to her regular duties and responsibilities, she has coordinated debriefings with the Education Directorate’s instructional systems specialists (ISSs) on Career and Technical Education programs, co-curricular/extracurricular clubs, and JROTC programs.  She continues to work with the DoDEA Financial and Business Operations (F&BO) Directorate and Headquarters General Counsel to resolve audit findings on student awards, recording of foreign currency, and contractual agreements. Medley and the SAF SME will be visiting schools in Guam and Europe South to continue to resolve audit findings and will debrief Headquarters senior leadership on the resolution of the audit.


Amid this special project, Medley has balanced her workload by continuing to develop, implement, and monitor policies and procedures for DoDEA schools, while supporting Education Directorate ISSs on the drafting, coordination, and training of policies. In addition to her policy work, she also serves as the SME for the National Defense Authorization Act (NDAA) Space-Available Pilot Program, working directly with community superintendents to enroll students residing off-installation in DoDEA Americas schools.


Joy Medley was selected as DoDEA's Employee of the Quarter for the Fourth Quarter of 2023.
