DoDEA Europe announces appointment of Acting Superintendent for Europe South District

Sembach, Germany —
Dr. Michelle Howard-Brahaney, Director for Student Excellence at DoDEA-Europe, is pleased to announce the appointment of Mr. Paul Salatto as the Acting Superintendent for the Europe South District, effective May 10, 2025. He will assume this role until a permanent superintendent is selected. Mr. Salatto currently serves as the Chief of Staff for the Europe South District.
Dr. Jeff Arrington, the current Superintendent, will retire after more than 25 years of service with DoDEA, having held leadership positions across both the Pacific and Europe regions.
"Mr. Salatto’s appointment as Acting Superintendent reflects his extensive experience in education and his deep expertise in leading complex educational systems," said Dr. Howard-Brahaney. "With more than 36 years in the education field, his leadership will be invaluable in supporting military-connected students and their families. His profound understanding of our district’s needs and his commitment to educational excellence will ensure continued success during this transitional period."
Salatto joined DoDEA in 2014 as an instructional systems specialist at DoDEA Headquarters in Alexandria, VA working with the Professional Development Branch within the Teaching and Learning Division. He later advanced to lead the branch, providing leadership for professional learning initiatives across the DoDEA school system.
Before joining DoDEA, Mr. Salatto was an instructional specialist with the Department of Instructional Leadership and Support at Montgomery County Public Schools (MCPS) in Maryland. With a student population of over 160,000, MCPS is the 17th largest school district in the United States. His work focused on school improvement, particularly in building Professional Learning Communities (PLCs) within school and district leadership teams. These initiatives fostered self-sustaining learning organizations focused on achieving measurable educational outcomes.
Salatto’s career began as a special education teacher working with students facing disabilities across elementary, middle, and high school levels. He later served as a resource counselor, further enhancing his comprehensive understanding of educational needs and practices.
