Kimberly Franklin as the new Mid-Atlantic Special Education ISS Supervisor

Peachtree City, GA —
Dr. Judith Minor, Americas Director for Student Excellence is pleased to announce Kimberly Franklin as the new Mid-Atlantic Special Education ISS Supervisor, effective February 23, 2025.
“I am eager to welcome Mrs. Franklin to this new leadership role,” said Minor. “Her dedication, experience, and passion for supporting special education initiatives will be invaluable as we continue our mission of providing world-class education to our students. I look forward to seeing the positive impact she will have on the Mid-Atlantic community.”
Franklin brings over two decades of experience in special education as a teacher, administrator, and instructional specialist. She began her teaching career in North Carolina and later taught in Alabama before returning to North Carolina as a special education teacher at Pinecrest High School. There, she played a key role in school improvement efforts, focusing on co-teaching and intervention strategies to enhance student achievement.
She later served as the Education and Special Education Director for a behavioral healthcare company, where she oversaw program accreditation and compliance in collaboration with state agencies.
Since joining DoDEA in 2017, Mrs. Franklin has served as a teacher of the Emotionally Impaired at Shughart Elementary, Autism Instructional Systems Specialist at Fort Liberty, and most recently, ISS for Special Education. In these roles, she has provided critical support to special education programs across multiple schools.
Franklin holds a bachelor’s degree from Methodist University, a Master of Education in Special Education, and an Education Specialist degree in Curriculum and Instruction-Special Education from Liberty University, along with a master’s certificate in Applied Behavior Analysis.
Beyond her professional achievements, Franklin enjoys spending time with her family, attempting to play golf, shopping, and cooking. She is a dedicated military spouse and considers it her greatest honor to serve military-connected families.
