African American or Black Emphasis Program

In January 2010, the Equal Employment Opportunity Commission's (EEOC) Office of Federal Operations (OFO), appointed a work group to identify obstacles that hinder equal employment opportunities for African Americans in the federal workplace.  From 2010 and 2012, the African American workgroup held discussions with various groups, including EEO officials, federal Special Emphasis Program Managers, and other subject matter experts. While more in-depth research was recommended, the report identifies obstacles and recommendations from the working group’s research that is accessible on the EEOC’s website.

PaDoDEA monitors workforce demographics for trends and possible barriers across the employment lifecycle. In FY20, DoDEA’s total workforce was comprised of 13,817 employees. Below is a snapshot of DoDEA’s workforce, with a primary focus on African American employees.
