Special Arrangements
DoDEA manages a portfolio of contracts in domestic locations to provide educational services (PreK-grade 12), for DoD dependents who are not directly served by a DoDEA school. As of a result of State law, beginning in 1957 and expanding to present day, DoDEA enters into contracts with education providers in order to meet the full mission of all of the Services, in location as a procurement action.
Military-connected students are eligible for Special Arrangement programs through Title 10, Section 2164 and the DODI 1342.26 for Domestic Eligibility. Puerto Rico as a U.S. territory is included within Title 10. The theory of action for contracting Special Arrangement education services is for the contractor to provide an education equal to or better than what is provided to pupils residing in the corresponding state or territory. Each Special Arrangement contract requires the contractor to follow federal, state and local requirements as applicable and to provide instruction in English.
