DoD Leadership Programs
DoD's Leader Development Programs are critical components of the Department's strategy for developing civilian leaders and fully incorporating and institutionalizing the DoD Civilian Leader Development Framework and Continuum. Additionally, the DoD's vision for the management and development of senior executives is that of a senior civilian workforce with a broad background of skills and experiences that will have prepared them to support the warfighter and meet the continually changing leadership and management requirements of the Department.Â
As an agency under DoD, DoDEA HQ and above school level leaders GS 7 – 15 and SES may be eligible for the following programs:

The DCELP mission is to recruit and develop the next generation of innovative leaders who possess the technical and leadership competence to meet the future leadership imperatives of the DoD. All GS 7-12 and equivalent civilians are eligible to apply. Learn more about the DCELP program.
The DSLDP mission is to provide structured learning opportunities that enable the deliberate development of a diverse cadre of senior civilian leaders. This program is designed for individuals with the potential and aspiration to serve as senior executives. GS 14-15 employees with at least one year of recent managerial or supervisory experience are eligible to apply. Learn more about the DSLDP program.
ELDP takes participants out of their comfort zone and creates opportunities for leadership growth. Through experiential learning, participants are physically and intellectually challenged to go beyond their current paradigm of what it means to lead. All GS 12-14 employees are eligible to apply. The WHLDP is a one-year program sponsored by the Executive Office of the President. It provides a growth opportunity for high-potential GS-15s and equivalent civilians. Participants work on high-visibility challenges that require the coordination of multiple federal agencies. Participants spend approximately 80% of their time on a placement assignment, gaining on-the-job experience. About 20% of their time is spent in leadership development programming built around the stakeholders, networks, and skillsets senior leaders need in an interagency environment. The Vanguard Senior Executive Leadership Program (Vanguard) is the DoD enterprise program designed specifically for eligible Senior Executive Service (SES) members. Within the context of overcoming evolving challenges to national security, the weeklong in-residence program provides Vanguard participants from the DoD and interagency partners the unique opportunity to explore leadership attributes that build strategic partnerships and enable collaboration across DoD and interagency boundaries.
